In 2011, Tendokai dominates Kanto, while the rising Santōkai threatens them. Meanwhile, in Yokohama, Seiji Oda forms a rogue group, Oda Dōshi-kai, and violently protects his turf, clashing with Jinseikai. As Tendokai's Vice-Head Ryuji Kondo retires, Keiji Oda (Seiji's brother) is tasked with calming the tensions between the two groups, leading to a reunion between the Oda brothers.
